This recipe is another great one pot meal--serve with salad and ice cream for dessert and you're ready to eat!! Shape beef into a large patty in a large skillet; brown for 5 minutes on one side and cut into quarters. Turn; brown 5 minutes on second side; remove to paper towels. Pour off all but 2 tbs pan drippings; add onion and green pepper to drippings in skillet and cook til lightly browned. Add the tomatoes, corn, the 2 tsp salt, pepper and garlic powder. Bring to a boil; simmer for 10 minutes. Crumble meat into the mixture. Pour into a casserole dish. Mix together flour, cornmeal, baking powder, sugar and 1/2 tsp salt in small mixing bowl; add egg and milk. Stir until smooth. Pour over the top of the meat mixture. Bake in 400 degree oven for 30-35 minutes or until top is golden brown.
